comms_hud now reads the commander's native records in one frame: open orders grouped by holder, due review rounds, live strikes, unjudged edit counts, recorded open PRs separated by GitHub's draft flag, declared plan phases, and the existing overload decision. No board file, status store, background poll or extra cache is created.

Delete CommanderContext.board_text, BoardVerb, and the two board_cells implementations used only by that renderer. Existing callers use the HUD tool. rotate.py and phase_state.py are already absent on this branch; this replaces the combined order/phase/PR polling those scripts and the fleet backseat scripts perform, not source watching or steering an active unit.

Each HUD field reads its owner: TodoStore/Todo for orders and strikes; TodoStore.timers_up_in for review rounds; OrderEditCountRead for edit counts; PullRequests for linked GitHub PRs and their draft flag; PlanPhase with a single PlanReading for done/ready/holders; OverloadDegradation for load and overload. The PR reader fills its existing per-read family views from one GitHub response rather than fetching the same rows again for each state kind.

The HUD is implemented at the native read boundary. The heartbeat does not import its view; doing that would introduce a standing-rule/heartbeat/overload import cycle.

Stacked on next/control-plane-owned (#2654). No tests, debt scans or censuses were run under Tristan's stop order. The integrator owns affected commander, Todo/PR lookup, tool declaration/serialization and import checks once on integration.

Assumed: PR ownership comes from the orders' recorded links, not guessed branch/title matches; native records remain authoritative; the integrator owns runtime/installed qualification. No Toad page or installed UI performance result is claimed by this Core HUD delivery.

Final HUD head: be31180. Against its declared parent: 54 lines deleted, 201 added. Board renderer/verb and both display-only board_cells implementations are deleted; copied-bus callers now read the HUD. No new status text was inserted into the plan.

CommanderHud.read (commander_hud.py:92) joins those views; the typed cards do not persist them. This makes the order/phase/PR board polling in legacy rotate/phase-state/fleet backseat helpers redundant. It does not replace source-level conversation watching, intent diagnosis or steering; those are not HUD fields.
