Combined delivery of five accepted source slices onto main 69c5b0e4eacbf07f6d60dc6c5daa90cc6f0f50b8. Current pushed head: 8dd402e465234d27d4932e384cf236d4daaa9b17.

All five accepted exact heads remain ancestors, with no rewritten source commits:

• Remove residual bus-file locks and repair shared boundary behavior #2622 — 194957ee5cd79ac87aba62d8f7a6d3b860af0c97: bus lock deletion through existing registry/SQLite owners and source-based bus-deletion evidence. Its final delta after accepted 85643b97b is only plan prose (9 additions/1 deletion), preserving the historical cursor correction.
• Derive thread backend obligations and selection from capability inheritance #2623 — 0d76980578eaacc3d93f16e0197edab2f8c1ffeb: nominal backend obligations/default selection and shared unstarted-runtime ownership.
• Let the existing wire metaclass own CLI tool declarations #2626 — b29df733b0375f52e6c1f2acfd12ade9272d6d1f: shared wire declaration lifecycle for CLI argument aliases.
• Judge roster completion by internal declarations and preserve producer ABI #2627 — 98a2305f119de92ba64a3f3220031fc33bf17c70: roster evidence retains independent producer ABI coverage, detects remaining internal registries and ignores its own metadata/dependency trees.
• Register birthless identities through the existing declaration lifecycle #2634 — 067532a10492dffd97bd3060766a35d6a30feec2: existing metaclass owns birth-marker registration, excluding abstract decoders and preserving external identity behavior.

Integration resolutions:

• Plan 6.4 preserves BOTH complete backend/CLI receipts, the corrected remaining-work inventory and independent Pi producer/converter comparison. The obsolete instruction to derive producer expectations from converters is removed.
• Bus and roster changes in phase_evidence.py/plan_phases.py auto-merged. The shared test file retains both accepted test groups/imports without rewriting their logic.
• The bus merge had one additional import conflict in coordination_tables/refusals.py: retained main's CoordinatorRow and the bus branch's MaintenanceBarrier.allow_input guard; removed obsolete component-base and physical-wire-lock imports.
• Birthless merged cleanly over the coherent four-slice base. Its private registration change and Derive thread backend obligations and selection from capability inheritance #2623's ThreadProvenance backend default both survive. The integration branch then fast-forwarded to that same qualified merge, adding no new source edits.

Checks and acceptance scope:

• Four-slice source/declaration/protocol/import/phase controls plus blocked-writer and unread-publication checks: 45 passed in 15.91s at 534cb07cc.
• Birthless wire/CLI/declaration, saved identity/release-store and fresh import checks on the final coherent tree: 18 passed in 3.97s at 8dd402e46. The final integration uses this exact already-tested tree; no duplicate batch was run.
• All five exact heads have verified ancestry. git diff --check passes; the checkout is clean. Both backend default factories remain NewThreadBackend.selected.
• Prior exact-head COMMENT source verdicts remain source acceptance. Register birthless identities through the existing declaration lifecycle #2634 is merged into this side branch; this PR is still open against main. No installed acceptance is claimed.

Evidence is retained in /home/ts/.cache/agent-scratch/backend-cli-integration and /home/ts/.cache/agent-scratch/birthless-declaration-family/coherent-base-focused.txt.

Same PR and /home/ts/wt/nuke-hooks; no new lane/worktree, code redesign, full suite, local ratchet or live install. typed_table.py/producer freshness remain with the bus owner; rejected #2629 was not merged. Critical route #2633 and its installation remain independent. Remaining registry/plan work and installed qualification stay open.
