Adds Phase 10: fleet awareness to plans/commander-native-plan.md. It is the work that comes after the four plans (Tristan, 2026-10-23).

Each target names the fact, its Core owner, and the 2026-10-23 incident it would have caught while the bus was down:

  • one holder per file, refused by CommsOrderTool
  • branch drift and overlapping branches as StandingRule members
  • spinning as a UnitState member, extending UnitTime
  • unpushed local branches and empty PRs as standing rules
  • phase 4 review triggered by a recorded delivery
  • a shrunken thread toolset as a bus fact

This PR changes the plan text only. The PlanPhase declaration is the first edit of the phase's first order, because #2622, #2627 and #2635 already edit plan_phases.py (#2624 and #2630 edit this plan in phase 6, a different section).

On 2026-10-23 the bus was down and the commander kept the fleet map
by hand-run scripts. Each finding is a fact Core can derive from git,
order records or turn records. Phase 10 names the owner for each:
one holder per file at order time, drift and overlap standing rules,
a spinning UnitState member, unpushed and empty-PR standing rules,
review triggered by delivery, and lost tools as a bus fact.

The PlanPhase declaration is left to the phase's first order. Five
open PRs already edit plan_phases.py.
