Purpose

The gateway subscription management REST API couldn't be used to keep subscriptions in sync from an external system:

  • POST /subscriptions always generated the subscription ID, so a caller couldn't use its own reference. Subscriptions without an applicationId couldn't be told apart.
  • PUT /subscriptions/{id} could only change status. Changing the plan or rotating the token meant deleting and recreating the subscription, which also changed its ID.

The subscription plan endpoints had related problems:

  • Renaming a plan to a name another plan already uses returned 500.
  • Deleting a plan that subscriptions still reference returned 500.
  • PUT /subscription-plans/{id} couldn't remove a throttle limit, billing plan or expiry time once set.

Related to:

Goals

  • Let callers set their own subscription ID on create.
  • Let callers change a subscription's plan and rotate its token in place.
  • Return correct 4xx errors for plan conflicts, and allow clearing optional plan fields.
  • Never reveal through a conflict response that a subscription token is already in use.

Approach

Subscriptions

  • POST /subscriptions accepts an optional externalRefId.
    • When given, it becomes the subscription ID instead of a generated UUID.
    • Allowed values match ^[A-Za-z0-9][A-Za-z0-9._-]*$ (1-64 characters); anything else is 400. Whitespace is rejected, not trimmed, so the ID works unchanged in request paths.
    • Uniqueness is left to the database primary key, so a reused ID is 409.
  • Responses include externalRefId, which is always equal to id. There is no schema change.
  • PUT /subscriptions/{id} is now a partial update:
    • subscriptionPlanId: an explicit null or "" removes the plan. A new plan must exist, be ACTIVE and be enabled for the API. An unchanged plan is not checked again.
    • subscriptionToken: rotates the token in place. A blank value is 400.
    • Every field is validated before anything is changed, so a rejected request leaves the subscription as it was.
    • A token already used on the same API is 409. UpdateSubscription now reports unique violations as ErrConflict.
  • Every conflict on these endpoints returns the same generic message. The response never says that a token is already in use; the specific reason is only logged.

Subscription plans

  • Renaming to a taken name returns 409 instead of 500.
  • Deleting a plan that subscriptions still use returns 409 instead of 500. The check is part of the DELETE statement itself, so it behaves the same on SQLite, Postgres and SQL Server.
  • PUT /subscription-plans/{id}:
    • An explicit null removes billingPlan or expiryTime.
    • null for both throttleLimitCount and throttleLimitUnit removes the limit and makes the plan unlimited. Clearing only one of them is 400.
    • Changes are applied to a copy, so a rejected update leaves the stored plan unchanged.

Both

  • Create and update request bodies for subscriptions and plans are capped at 64 KiB. Larger bodies get 413.

Backward compatibility

  • There is no database schema change, and replica-sync events are unchanged.
  • Existing ap CLI and gateway operator versions keep working. They don't send externalRefId, their subscription PUT sends only status, and their plan PUT never sends null. They also don't parse error message text, and the operator's recovery after a failed create depends only on the 409 status code.
  • Behaviour changes that other API callers may notice:
    • PUT /subscriptions/{id} now applies subscriptionPlanId and subscriptionToken, which it used to ignore.
    • An explicit null on plan PUT now clears the field.
    • Renaming a plan to a taken name or deleting a plan in use now returns 409 instead of 500.
    • Request bodies over 64 KiB are rejected with 413.

User stories

  • As an external control plane, I can create a subscription with my own reference ID and later get, update or delete it by that ID.
  • As an API admin, I can move a subscription to another plan or rotate its token without recreating it.
  • As an API admin, I can make a plan unlimited or remove its billing plan or expiry time.
  • As an API admin, I get a clear 409 when a plan rename collides with another plan or when a plan is still in use.

Documentation

  • gateway/gateway-controller/api/management-openapi.yaml is updated.
  • docs/rest-apis/gateway/ is regenerated from the spec. That regeneration also picks up some earlier spec changes in other files that hadn't been regenerated yet.

Automation tests

  • Unit tests
    • subscription_handler_test.go (new): externalRefId validation, conflicts and generic messages, plan and token updates, null and empty handling, YAML bodies, 413, storage errors and events. Coverage: create 100%, update 96.7%.
    • subscription_plan_handler_test.go (new): rename conflicts, clearing fields, throttle-limit pairing rules, delete in use, a rejected update publishing no event, storage errors. Coverage: update 97.4%, delete 93.8%.
    • sqlite_test.go: token rotation and duplicates, duplicate subscription ID, plan set and clear, rename conflict, clearing plan fields, delete in use and delete not found.
    • The full gateway-controller unit suite passes.
  • Integration tests
    • subscription-management-api.feature (new, 6 scenarios): caller-supplied versus generated ID; the issue's example of several subscriptions; token rotation (old token 403, new token 200); plan change and removal checked through rate limiting; invalid requests and generic conflicts; delete then reuse of the ID.
    • subscription-plan-management-api.feature (new, 2 scenarios): clearing a limit removes throttling for an existing subscription and setting one throttles again; rename to a taken name and delete in use return 409.
    • Run together with health, api_deploy and subscription-validation: 22/22 scenarios and 426/426 steps passed.

Related PRs

thivindu and others added 2 commits October 16, 2026 10:31
The subscription management API had no way to set a reference ID on
create, and PUT /subscriptions/{id} could only change the status.
Moving a subscription to another plan or rotating its token meant
deleting and recreating it, and the subscription ID changed each time.

POST /subscriptions
- Add an optional externalRefId. When given, it becomes the
subscription ID instead of a generated UUID. Allowed values match
  ^[A-Za-z0-9][A-Za-z0-9._-]*$ (1-64 chars); anything else is a 400.
- Leave uniqueness to the database primary key. A reused ID returns
  409.

PUT /subscriptions/{id}
- Fields are now optional and only the ones sent are changed. Adds
subscriptionPlanId (null or "" removes the plan) and
subscriptionToken (rotates the token in place).
- Check every field before changing anything, so a rejected request
leaves the subscription as it was. A new plan must exist, be ACTIVE
and be enabled for the API.
- Return 409 when the new token is already used on the same API
(UpdateSubscription now reports unique violations as ErrConflict).

Both endpoints
- Use one generic 409 message for every conflict, so the response
never says that a token is already in use. The specific reason is
  only logged.
- Cap request bodies at 64 KiB; larger bodies get a 413.
- Responses include externalRefId, which is always equal to id.

Update the OpenAPI spec, generated code and REST API docs. Add handler
unit tests, SQLite storage tests and a subscription-management-api
integration test feature.

Fixes wso2#3782

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Renaming a subscription plan to a name another plan already uses, or
deleting a plan that subscriptions still reference, failed with a 500.
PUT also had no way to remove a plan's throttle limit, billing plan or
expiry time once set.

- Return 409 when a rename collides with an existing plan name.
- Return 409 when deleting a plan that subscriptions still use. The
delete is skipped in the same statement, so it works the same on
  SQLite, Postgres and SQL Server.
- PUT /subscription-plans/{id}: an explicit null clears billingPlan or
expiryTime. Sending null for both throttleLimitCount and
  throttleLimitUnit removes the limit and makes the plan unlimited;
clearing only one of them is a 400.
- Apply PUT changes to a copy, so a rejected update leaves the stored
  plan unchanged.
- Cap plan create/update request bodies at 64 KiB (413), as for
  subscriptions.

Update the OpenAPI spec, generated code and REST API docs. Add handler
unit tests, SQLite storage tests and a subscription-plan-management-api
integration test feature.

📝 Walkthrough

The gateway management API now supports caller-supplied subscription references, subscription token and plan updates, partial subscription-plan updates, and conflicts for duplicate or in-use resources. The PR also adds GraphQL management API documentation and schema entries, plus integration coverage and cleanup support.

Changes: Subscription management

Layer / File(s) Summary
Management API contracts
gateway/gateway-controller/api/management-openapi.yaml, gateway/gateway-controller/pkg/api/management/generated.go, docs/rest-apis/gateway/rest-api-management.md, docs/rest-apis/gateway/schemas.md
The API contracts describe externalRefId, subscription updates, nullable plan fields, and related validation and error responses.
Subscription creation and updates
gateway/gateway-controller/pkg/api/handlers/subscription_handler.go, gateway/gateway-controller/pkg/storage/sql_store.go, gateway/gateway-controller/pkg/api/handlers/handlers_test.go, gateway/gateway-controller/pkg/api/handlers/subscription_handler_test.go, gateway/gateway-controller/pkg/storage/sqlite_test.go
Handlers support caller-supplied subscription IDs, plan changes, token rotation, and request-size checks. Storage reports duplicate IDs and tokens as conflicts. Tests cover handler and storage behavior.
Subscription-plan updates and deletion
gateway/gateway-controller/pkg/api/handlers/subscription_plan_handler.go, gateway/gateway-controller/pkg/storage/sql_store.go, gateway/gateway-controller/pkg/api/handlers/handlers_test.go, gateway/gateway-controller/pkg/api/handlers/subscription_plan_handler_test.go, gateway/gateway-controller/pkg/storage/sqlite_test.go
Plan updates preserve omitted fields and clear fields when explicitly requested. Throttle limits must be set or cleared together. Duplicate names and deletion of plans in use return conflicts.
Integration coverage and cleanup
tests/framework/suites/it/features/gateway/core/*subscription*management.feature, tests/framework/suites/it/it-suite.yaml, tests/framework/core/cleanup/*, tests/framework/suites/it/steps/platformgateway/*
Integration scenarios cover subscription and plan operations. Cleanup registration includes both resource types and orders subscription deletion before plan deletion.

Clarify safe partial-update payloads and correct the GraphQL examples before merging. The inspected operator clients avoid unintended clears, but other callers using the generated models could send them.

Security architecture risk: 🟡 Moderate · up to b1bb1

Concurrent subscription updates can silently undo a successful token rotation, potentially restoring a credential that was meant to stop working. Database isolation and validation provide useful protections, but they do not prevent this stale-update race.

Retained concerns

  • Medium · security · inferred: A concurrent partial update can undo token rotation. Two accepted requests can read the same subscription; rotation writes the new hash, then an overlapping plan or status update that omitted the token writes its stale hash back. Both requests can return success, leaving the previous credential persisted and eligible for enforcement again. The read-modify-write mechanism predates this PR, but management callers could not previously rotate tokens or change plans in place. Single-statement atomicity and uniqueness constraints do not prevent this newly exposed credential rollback.
Security review details

Security Blast Radius

  • inferred — The demonstrated race affects overlapping accepted writes to the same gateway-scoped subscription. A previous token holder could benefit if its hash is restored, but token possession alone is not shown to grant management-write authority. The inspected lookup and update predicates do not establish a cross-gateway write path.

Security Findings and Attack Paths

  • inferred — An unrelated update can read token hash H1 before rotation, pause, and later overwrite a successful rotation to H2 with H1. Subsequent snapshot construction reads the restored hash. This is a static interleaving finding, not an executed exploit, and does not depend on event-publication failure.

Trust Boundaries and Controls

  • observed — Storage derives gateway ownership from its configured gateway ID rather than the caller-supplied lookup argument. The schema scopes subscription identity by gateway and token uniqueness by gateway and API. These controls constrain identity collisions but do not serialize partial updates.

Resilience and Maintainability Implications

  • observed — The existing write pipeline commits resource changes before separately publishing an event, logs publication errors, and still returns success. The event backend transaction protects event insertion and version advancement, not the earlier resource write. This mechanism predates the PR; rotation now uses it too. Complete recovery timing after a failed publication was not established.

Hardening Proposals

  • proposed — Make partial updates concurrency-safe through version-checked writes or atomic field-specific updates that preserve omitted fields in storage. Separately, consider durable coupling of security-state writes and refresh events, with an explicit reconciliation and recovery bound.
