ci: bump ruby/setup-ruby to v1.329.0 - #219

v1.324.0 predates Ruby 3.4.11, which workos-ruby adopted on 2026-10-15 (workos-ruby#563). setup-ruby fails with "Unknown version 3.4.11" before any generation runs, breaking sdk_build (ruby) on every spec PR.
