fix(sdk): refuse empty test evidence and repair linked-resource recovery - #1559

Reject plain assignment-only commands before linked-test registration or execution. Check the effective selected list under the mutation lock before saving combined edits, preserve typed no-change recovery, and retain real environment-prefixed commands and command substitutions. Expose token-preserving positional resource recovery through the public SDK. Keep mutations explicit, preserve literal path delimiters and presentation options, and request the actual test command when only metadata was supplied. Consume pm-changelog 2026.10.23 and declare its audit and milestone commands in the host SDK grammar census. Preserve its required milestone-name operand and existing grammar budgets. Regenerate error contracts, SDK surface data, agent census documentation and the package-owned changelog. Track implementation and regression evidence under pm-gh1555, pm-t2dqzijokl31 and pm-4pzw7i. Keep the existing recovery-closure programme informed of the stale command-flag hint found during verification.

The invocation
pm test <id> --add status=passedcould register a shell assignment and record a passing test without running a test command. Shared SDK admission now rejects assignment/comment-only programs before registration or legacy execution, including selected entries in combined edits before writes. Aggregate test-all runs retain per-test configuration refusals and continue valid tests and later items, preserving result order, totals, deduplication and durable summaries. Assignment-only shell lists, including trailing semicolons, are refused. Assignment names use a character scan; real environment-prefixed commands and later-line executables remain supported.Misplaced positional files, docs and test values now receive explicit recovery from a public SDK primitive. Retries preserve tracker selection, item, literal values and output options. Structured command/cmd entries retain timeout and assertion metadata; bare commands preserve literal delimiters through JSON. Empty commands and metadata without a command receive templates requiring the actual command. Early CLI guidance uses the existing lightweight SDK recovery module so dependency-free version startup remains supported.
Consuming pm-changelog 2026.10.23 requires a host-owned command census update tracked by pm-4pzw7i. This delivery declares its audit and milestone commands with matching positional contracts. Generation remains upstream-owned; the package generates CHANGELOG.md from the closed PM items.

GitHub reports #1560, #1561 and #1562 arrived during review. This PR records separate open, unclaimed intake items pm-gh1560, pm-gh1561 and pm-gh1562 under the existing flag, template and calendar lineages; their implementation is outside this linked-test delivery.
Read-only observability evidence is retained under pm-5oj5, the existing open capability: the required threshold gate passes and a freshly sampled successful-command span reached hosted Sentry. Universal start/finish pairing remains unproven, with the bounded unmatched-start sample recorded separately.
