fix: don't emit empty <dataAccelerationConfig/> on workbook update when unset

Summary

Fixes #1884. WorkbookItem.data_acceleration_config defaults to a dict of
all-None values, so update_req's if workbook_item.data_acceleration_config:
guard was always truthy and emitted an empty <dataAccelerationConfig/> on
every workbooks.update() call, regardless of whether the caller set anything.

Changes the guard to check whether either field inside the dict actually
has a value.
