Enable MySqlConnector user variables for this migration.

DropPromotedValuesIndex.Up uses SET @drop = .... The production MySQL context uses Pomelo's MySqlConnector provider, and AllowUserVariables defaults to false. Without AllowUserVariables=true, MySqlConnector can treat @drop as an unset parameter and fail before PREPARE runs. The multi-statement batch itself is allowed by default.

Set AllowUserVariables=true in the MySQL connection-string contract, or rewrite the migration to avoid a user variable. Add a MySQL integration test that uses the production connection settings and starts with the index already absent.

Checked on MySQL 8.0 through Pomelo 9.0.0 with a connection string that doesn't set AllowUserVariables. With the index dropped by hand, all 92 migrations applied, including this one. On a fresh database, where the index exists, it was dropped and all 92 applied. Pomelo sets AllowUserVariables=true on the connections it opens, so @drop works. No change.

Do not use 480 as the generic startup threshold.

The startup probe checks /health/live every 5 seconds and gates liveness until it succeeds. A running process whose health check keeps failing can therefore avoid a liveness restart for 40 minutes, even when no migration is running. Use a migration-specific startup condition or reduce this threshold for ordinary startup failures.

Keeping 480. The startup probe calls /health/live, which runs no checks and answers as soon as Kestrel listens, so it only waits while the startup migrations run, before the host starts. Once it passes, the liveness probe (10 s × 3) takes over, so a running pod that stops answering is still restarted within 30 s. The allowance has to outlast the 30-minute migration command timeout, so a migration that runs out logs its timeout instead of the pod being killed.

Azure keeps deletion rules in the storage account's lifecycle management policy, which is reached through Azure Resource Manager rather than the blob endpoint.
