[HOTFIX] Update fractal_sync version to avoid race condition - #93

The version of fsync used previously contained a race condition in the CAM in some cases where two tiles are synced a fixed number of cycles from each other (2 in the case of the current parametrization). The `main` branch of fsync contained a fix for this for a few months already; this updated pushes the fix to MAGIA.
