Tunnel traffic could retain unbounded work, and CLI output omitted resource metadata. Add protocol 4 credit flow, bounded streaming and capture, cancellation deadlines, and complete versioned JSON and human usage output. This requires the coordinated server release.

Validation: Rust 1.94.0 workspace build and all-target Clippy passed with zero warnings. 7,175 non-CLI, 5,403 CLI, 119 binary and 43 tunnel workflow tests passed. Release and Wasm checks passed. Five alternating baseline/current RSS pairs reduced serial 8 MiB response memory from 318.92 to 37.20 MiB, and concurrent response memory from 301.98 to 55.83 MiB. Delayed-credit fragment latency is an intentional tradeoff. Current-head CI is green.

Follow-up review identified unresolved connection retry and heartbeat behavior. This PR needs revision before merge.
