Adds a deterministic organization-level rollout gate to Seer post-process admission. It defaults to
0.0, so a future pipeline re-enable must explicitly opt in before reaching the seat-based billing-tier check.The post-process step is currently absent from master’s pipelines; this supplies the safety control before it is reintroduced.
