fix(gui): keep undecorated frames free of titlebar overlays - #629
Setting undecorated=t removes the native titlebar, but the render thread's default custom titlebar height of 30 pixels immediately replaces it with an overlay. With menu/tool bars disabled, that overlay covers the first buffer line and half of the second and claims their mouse input as titlebar dragging or window buttons.
Default the custom titlebar height to zero. The existing rendering and hit-testing guards then leave the top buffer rows visible and clickable; explicit positive-height requests still enable custom titlebar controls.
The regression test sends the actual window/config commands and checks the former drag and button regions across both affected text rows, followed by explicit enable/disable requests. It fails with the original default (text at (100, 10) is classified as a titlebar drag).
Validation:
cargo test -p neomacs-display-runtime --lib titlebar — 18 passed.
cargo test -p neomacs-display-runtime --lib — 1,209 passed.
The default custom titlebar height changes from 30 pixels to zero. A test verifies that titlebar hit results remain disabled until a positive height is set.

WindowChrome::default() now sets the titlebar height to zero. The test checks that tested positions return no titlebar hit at zero, return drag and close-button hits at height 30, and return no hits after the height is reset to zero.

Explanation
Issue [#628] requires no custom titlebar over the top buffer rows when undecorated is true, while explicit custom titlebar heights remain available. WindowChrome::default() now sets titlebar_height to 0.0 in state.rs. The added test verifies no titlebar hit at y=10 and y=25 for the affected regions, verifies explicit height 30.0 enables drag and button hits, and verifies height 0.0 disables them.

Explanation
The pull request changes only the default titlebar height and adds a regression test for issue [#628]. The test covers the required rendering and hit-testing behavior, including explicit enable and disable requests. No unrelated changes are shown in the whole-pull-request diff.

Disable the top resize edge when no custom titlebar exists.
When decorations are disabled and titlebar_height is zero, a pointer at y < 5.0 still produces ResizeDirection::North. A left press then calls drag_resize_window before buffer dispatch and marks the event as handled. The top five logical pixels therefore do not receive normal buffer clicks.
This requires a separate edit from changing the default height. Keep the native top resize edge for an explicit positive titlebar height.

- let on_top = y < border;+ let on_top = chrome.titlebar_height > 0.0 && y < border;
Update the resize-edge tests that expect a top edge to set an explicit positive titlebar_height; the current tests use the new zero default.
