C++26: Library support for exceptions in constant evaluation [GH #368] - #495
This change depends on #494 (the two PRs form a stack).
This adds the library support of P3068R6 to the constant evaluation of exceptions:
std::current_exception, std::rethrow_exception, and std::uncaught_exceptions are evaluated as constexpr intrinsics, even if the library declares them without constexpr (as the GCC C++ standard library does as of GCC 16).
std::exception_ptr is supported if it has a single nonstatic data member of pointer type that points to the exception object, as in the GCC C++ standard library. The interpreter counts the std::exception_ptr objects that refer to an exception and keeps the exception alive while any exist. An exception object still referred to at the end of the evaluation makes it non-constant.
In g++ modes with gnu_version >= 160000, the builtins __builtin_eh_ptr_adjust_ref, __builtin_current_exception, and __builtin_uncaught_exceptions used by that library are supported. Calls of the latter two are replaced by calls of the corresponding std functions when those are declared (with a name reference so that the C++-generating back end recreates the builtin).
A failing dynamic_cast to a reference type, typeid applied to a null glvalue, and an array new-expression with an invalid number of elements now throw std::bad_cast, std::bad_typeid, and std::bad_array_new_length during constant evaluation, if the class is defined and has a constexpr default constructor. Otherwise, they're diagnosed as before.
Summary by CodeRabbit
New Features
Added C++26 constant-evaluation support for std::current_exception, std::rethrow_exception, std::uncaught_exceptions, and supported std::exception_ptr operations.
GNU mode 16.0 and later now supports related exception-handling builtins.
Certain failing dynamic_cast, typeid, and array allocation expressions can throw their corresponding standard exceptions during constant evaluation when the required exception types are available.
Bug Fixes
Added diagnostics for exceptions still referenced at the end of constant evaluation and for rethrowing a null exception pointer.
The compiler adds C++26 constant-evaluation support for exception-pointer operations and selected exception-throwing operations. It registers related standard-library intrinsics and GNU builtins, tracks exception-object references, and adds tests for evaluation results and diagnostics.
The compiler registers exception-related intrinsic and GNU builtin identifiers and signatures. It resolves selected builtins to std functions when those declarations are available, and emits builtin names in generated output. Tests cover builtin declarations and generated calls.
Exception-pointer evaluation and lifetime src/interpret.c, src/error_msg.txt, tests/tests/changes/gh-368-gnu*, tests/tests/changes/.gh-368-gnu*
The interpreter implements std::current_exception, std::rethrow_exception, std::uncaught_exceptions, and exception-pointer reference adjustment. It tracks references during evaluation, restores them after speculative evaluation, and diagnoses retained exception objects. Tests cover exception-pointer operations, lifetime, and failure cases.
Standard exceptions from failing operations src/interpret.c, src/pending_changes/gh-368-constexpr-exceptions-library.txt, tests/tests/changes/gh-368*, tests/tests/changes/.gh-368-errors*, tests/tests/imported/clang/cpp/CXX/expr/expr.const/*
Selected failed reference dynamic_cast, null-glvalue typeid, and array allocation operations attempt to throw the corresponding standard exception when its class can be constructed. Tests and expected diagnostics cover these paths and related diagnostic updates.

C++26 constant evaluation of exception APIs is added with a documented extension for non-constexpr library declarations. The remaining issues are narrow: wide-string array-new initializers can raise a spurious exception, and the library functions are accepted as constexpr more liberally than the standard wording. Owners should be aware of both, but neither blocks merging.

Explanation
Issue #368 requires implementing P3068R6 (constant evaluation of exceptions). The PR description states that this PR adds the library part of P3068R6 and that #368 is fixed together with #494. The whole-PR summary shows the required library behavior: (1) src/symbol_tbl.c and src/interpret.h accept std::current_exception, std::rethrow_exception, and std::uncaught_exceptions as constexpr intrinsics without a constexpr declaration; (2) src/interpret.c adds std::exception_ptr reference counting, exception lifetime management, and a diagnostic for exception objects not destroyed at evaluation end; (3) src/interpret.c throws std::bad_cast, std::bad_typeid, and std::bad_array_new_length when the class is defined with a constexpr default constructor; (4) src/sys_predef.h, src/expr.c, src/cp_gen_be.c, src/folding.c, and the builtin kinds in src/il_def.h, src/il_display.c, and src/ifc_modules_write.c support the GNU builtins for gnu_version >= 160000. Automated tests cover these paths, including tests/tests/changes/gh-368*.sft.cpp, gh-368-gnu*.sft.cpp, and gh-368.sft.cpp. The summary lists no core-language files (for example, throw-expression parsing or core evaluation), so the core part is likely present at the reviewed head through the #494 stack base. This conclusion relies on the summary and PR description; the base revision was not inspected directly to confirm #494 content.

Explanation
The listed changes map to the P3068R6 library objectives of #368 or to their supporting tests and documentation. Builtin-table, enum, and display changes in src/sys_predef.h, src/il_def.h, src/il_display.c, src/ifc_modules_write.c, and src/cp_gen_be.c support the three GCC builtins. Changes in src/expr.c and src/folding.c support builtin replacement and foldability. Changes in src/decls.c support non-constexpr intrinsic declarations. Expected-output updates under tests/tests/changes, tests/tests/edg/cmeerw/.gnats-28642-dump.rto, and the pending_changes note document the new behavior. Changes to tests/tests/imported/clang/cpp/CXX/expr/expr.const/.p2-0x.rto alter the null-pointer typeid diagnostic text from 'attempt to access run-time storage' to 'operation not allowed on null pointer'. This text change is in the typeid code path that this PR modifies, so it is connected to the objectives. The PR description states that other failures keep their prior diagnostics; the change in the C++20 expected output (default.2.1.txt) is not explained in the description. Reviewers should confirm that this wording change is intended. The ignored tests/expectations/*/changes.log files were excluded from review and were not used for this assessment.

Compare element counts, not byte counts, in the string initializer length check.
For a ck_string initializer, variant.string.length is a byte count. The check at line 28722 compares it with orig_alloc_length, which counts elements. For a wide or UTF-16/UTF-32 literal, the byte count is larger than the element count. For example, new wchar_t[n]{L"ab"} with n == 3 produces a byte count above 3. The check then reports an initializer that is too long, although the literal fits. The false result can now throw std::bad_array_new_length.
Divide the length by the element size before the comparison. Use the same element size that the element loop uses at lines 28794-28796.

Remove the constexpr exemption for current_exception and uncaught_exceptions.
C++26 removes constexpr from std::current_exception and std::uncaught_exceptions. P3842R2 records the LEWG decision to roll back that change. P3818R2 states that these functions are non-constexpr in C++26. The exemption at lines 19411-19413 still accepts both functions in constant evaluation without rp->is_constexpr. In C++26 mode, a call to a non-constexpr function is not a core constant expression, so the check can accept programs that the standard rejects.
The exemption can also change constant values. For example, const bool has_exception = (std::current_exception() != nullptr); in a catch handler can be constant-evaluated and record the wrong value, as P3818R2 describes. This behavior follows from the P3068R6 design, which predates the rollback. Keep the exemption only for std::rethrow_exception, which the inspected sources do not place in this rollback.

Fixes #368, together with #494.
This change depends on #494 (the two PRs form a stack).
This adds the library support of P3068R6 to the constant evaluation of exceptions:
std::current_exception,std::rethrow_exception, andstd::uncaught_exceptionsare evaluated as constexpr intrinsics, even if the library declares them withoutconstexpr(as the GCC C++ standard library does as of GCC 16).std::exception_ptris supported if it has a single nonstatic data member of pointer type that points to the exception object, as in the GCC C++ standard library. The interpreter counts thestd::exception_ptrobjects that refer to an exception and keeps the exception alive while any exist. An exception object still referred to at the end of the evaluation makes it non-constant.gnu_version >= 160000, the builtins__builtin_eh_ptr_adjust_ref,__builtin_current_exception, and__builtin_uncaught_exceptionsused by that library are supported. Calls of the latter two are replaced by calls of the correspondingstdfunctions when those are declared (with a name reference so that the C++-generating back end recreates the builtin).dynamic_castto a reference type, typeidapplied to a null glvalue, and an array new-expression with an invalid number of elements now throwstd::bad_cast,std::bad_typeid, andstd::bad_array_new_lengthduring constant evaluation, if the class is defined and has a constexpr default constructor. Otherwise, they're diagnosed as before.Summary by CodeRabbit
