Part of #368 (the library support follows in a separate PR, stacked on this one: #495).
This implements the core of P3068R6 (allowing exception throwing in constant evaluation) in C++26 mode. Exceptions can be thrown and caught during constant evaluation, provided that every exception thrown is also caught (and its exception object destroyed) within the same evaluation. The feature can be enabled in other modes with --set_flag=constexpr_exceptions and disabled with --clear_flag=constexpr_exceptions. It's always disabled if exceptions are disabled, and __cpp_constexpr_exceptions is defined when it's enabled.
The interpreter now handles throw-expressions, rethrows, try-blocks, and function-try-blocks (for constructors, destructors, and other functions), with handler matching as in [except.handle]. A thrown exception unwinds the interpreted evaluation: The destructions of automatic objects, of temporaries, and of the subobjects of partially constructed objects are now performed by work items, so they also run when an exception propagates. That includes freeing the storage of a new-expression whose initialization throws.
An uncaught exception, a rethrow with no exception being handled, and a call of std::terminate (e.g., when an exception escapes from a noexcept function or from a destructor during unwinding) make the evaluation non-constant, each with a specific diagnostic.
The "Control Transfers and Exceptions" comment at the start of interpret.c describes the design. doc/source/expr.rst now mentions the feature.
Summary by CodeRabbit
New Features
Added support for throwing and catching exceptions during C++26 constant evaluation, including stack unwinding and object destruction.
The feature is enabled by default in C++26 and can be controlled with constexpr_exceptions flags. It remains unavailable when exceptions are disabled.
Added the __cpp_constexpr_exceptions feature-test macro.
Bug Fixes
Improved diagnostics for uncaught exceptions, invalid rethrows, and exception-related failures during constant evaluation.
Documentation
Expanded guidance on constexpr exception handling and its limitations.

edgcpp/compiler#368 — The issue requests P3068R6, and this change adds constexpr exception support described as implementing that proposal.
edgcpp/compiler#403 — The loop-exit tests cover condition-variable and range-loop-variable destruction during exception propagation, which relates to the issue’s lifetime concern.

edgcpp/compiler#419 — It introduces pending control transfers and cleanup during unwinding, which this change uses for constexpr exception propagation and destruction.

The new tests do not check that private, protected, or ambiguous bases fail to match. Add static_assert cases for thrown objects and pointers that reach a later handler.
Also test that a base-to-derived pointer-to-member conversion does not match a handler. These cases can detect regressions in exception_matches_handler.

@coderabbitai Regarding the nitpick about negative handler-matching tests: added namespace handler_mismatches to gh-368.sft.cpp (private, protected, and ambiguous bases by reference and by pointer, pointer-to-member conversions in both directions, std::nullptr_t matching a pointer-to-member handler, and an invalid qualification conversion). All of those already behaved correctly.

@daveedvdv-nvidia Thanks for adding the tests. I checked handler_mismatches and confirmed that it covers the cases you listed, including the positive std::nullptr_t match. I did not run the tests.
