Goal
Include MLWL in release archives and Debian runtime packages.
Change
Package the library, pinned provenance and upstream notices through the existing release tooling. Enable MLWL in both native release jobs, fix package access permissions and keep dependency builds cached across source changes.
Testing
Native x86-64 archive build, package validation and offline smoke passed. Existing release-tool, Debian assembly and build-wrapper tests passed; package tests now cover MLWL payloads, provenance, notices and restrictive permissions. ARM64 archive and device inference were not rerun.
