Goal
Start WebRTC playback when video arrives late.
Change
Preserve startup stream events, wait for PLAYING before the initial loop seek and add a delayed-video smoke test.
Testing
Before restacking, headed Chromium checks covered live video, model toggles, pause/resume and reload. The PR's patch is unchanged by this restack. Browser checks were not rerun.
