Goal
Start WebRTC playback when a browser connects before video arrives.
Change
Preserve startup stream events, drop flushes only while the WebRTC pad has neither CAPS nor an input target, and wait for PLAYING before the initial loop seek. The flush handler uses one return.
Keep the delayed RTP fixture separate. The regular smoke source runs until teardown so the startup test cannot consume its remaining frames.
Testing
The separate host-to-Docker Desktop run received no video in either live test. That local network path remains unvalidated.
