User problem
Cycle 9 implementation results were not recorded in the roadmap, the recurring goal issue contained stale/conflicting checklists, and Cycle 10 needed a durable, source-linked research decision before the next build wave.
Scope
Decision
Cycle 10's public reports and repository audit did not show a new, uncovered OpenController-owned change with a distinct acceptance test. No implementation issue is created from upstream driver/engine failures or individual anecdotes. Existing #46 and #60 remain deferred under their documented prerequisites and risks.
Acceptance criteria
testpassed and the independent gpt-6-luna review found no blockers at exact head3b03eed3c830ea4953877ed2e08ad26a2a657fc9.Validation
git diff --checkpassed.Closes #71.
