docs: close Cycle 8 and open Cycle 9 DAG

Purpose

Close out the completed Cycle 8 build and release the already researched Cycle 9 implementation DAG.

Cycle 8 results

• Explain persistent /dev/uinput permission failures in Linux doctor/setup guidance #59 merged in PR docs(linux): explain persistent uinput permission failures #64 after focused diagnostics/package checks, CI, and independent Luna review.
• Show consumers how to configure semantic action-map bindings #61 merged in PR feat(examples): demonstrate semantic input bindings #65 after runnable example/smoke checks, typecheck/lint, CI, and independent Luna review.
• Retry transient Linux uinput first-open failures within a fixed bound #58 merged in PR fix(linux): retry transient uinput open errors #66 after deterministic C-helper harness coverage, native package checks, root typecheck/build/package checks, CI, and independent Luna review.
• The roadmap records each merge commit, exact validation summary, safety limits, and the fact that none of the checks proves hardware/game consumption.

Cycle 9 decision

Gate #67 records the public source sweep, access gaps, and a repository audit. Fresh external sources did not establish a new OpenController-specific controller defect. The selected work is based on two directly verified repository findings:

• Reject negative controller action durations #34 rejects negative durations across all duration-bearing commands, including triggers and nested sequences, while preserving zero-duration persistence.
• Align native adapter capabilities with configured bridge outputs #33 aligns configured native bridge capability metadata with serialized outputs for both bridge adapters.

The issues are independent and have native dependency edges from gate #67. This PR closes #67; Cycle 8 issue #58 is already closed, so the DAG unblocks #33 and #34 after merge.

Validation

• git diff --check passed.
• Docs-only change; code checks and independent exact-head reviews are required on the implementation PRs.

Acceptance

• Record Cycle 8 implementation, merge commits, validation, review, and limits.
• Record the Cycle 9 evidence boundary, repository ranking, candidate scopes, and issue dependency DAG.
• Confirm milestone 7 has zero open issues and is closed as part of this closeout.
• Close Cycle 9 gate Cycle 9 research gate: validate controller duration and capability contracts #67 by merging this PR before implementation agents start.
