On 2026-10-23 the bus was down and the commander kept the fleet map by hand-run scripts. Each finding is a fact Core can derive from git, order records or turn records. Phase 10 names the owner for each: one holder per file at order time, drift and overlap standing rules, a spinning UnitState member, unpushed and empty-PR standing rules, review triggered by delivery, and lost tools as a bus fact. The PlanPhase declaration is left to the phase's first order. Five open PRs already edit plan_phases.py. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Public instruction disclosure retains credential filtering rather than withholding all text. NativeMessages keeps its span-to-original-message lookup override. Wire decoders retain distinct tag, retry, diagnostic and response-shape rules. The eight existing NoExactCopies groups already passed before this change.

WireOrigin.matches_sql kept a second SQL spelling of one membership fact (`origin = 'wire'` beside `origin IN (...)`) only so retained DDL stayed byte-identical (TIME-1). It now always derives the IN list from the family; the thread-name-owners carry rebuilds ExecutionRecord's generated columns, and reconcile rebuilds the triggers and views. The disclosure policies move into annotation_disclosure.py beside the capabilities that return them, so the capabilities import them at module level and declare their return type instead of importing inside each call to dodge the working_memory_disclosure -> turn_context cycle. One integration batch, merged on Tristan's go: #2682 (annotation disclosure mixins), #2667 (kind families; the commander deleted the len==1 scalar-DDL branch in WireOrigin.matches_sql, TIME-1), #2677 (thread-name owners), #2637 (fleet-awareness plan), #2689 (Pi event phase attributes), #2687 (phase evidence self-match), #2690 (commander package).
Each head was read by the commander. The single test run over the touched files is still finishing as the after-check; any red gets a named owner.
