A slow or pending managed H.264 decode previously held the native viewer loop, delaying input dispatch, heartbeat and close until the decode wait ended. Poll the complete outbound-control and receive/decode futures concurrently, retaining encoded order, existing limits and EOF teardown after a potentially canceled partial write. Record frame/UI/input ages and render/network state in reconnect warnings.
Validation: macOS all-feature CLI tests 42 passed, 0 failed, 1 explicitly ignored OpenSSH/account fixture; four new functional dispatch/ownership tests use a held media future and real bounded framed duplex I/O. Full-workspace/all-target/all-feature strict Clippy and formatting passed. Native Linux all-feature CLI tests also passed: 43 passed, 0 failed, 1 explicit OpenSSH/account ignore; full-workspace/all-target/all-feature strict Clippy and formatting passed. Incoming ACK observation still shares media IPC, and physical display latency, quality and long-session acceptance remain open. See docs/reports/rds-managed-control-20261002.md for the exact boundary.
Full Ubuntu CI exposed the independent canceled-transfer fixture sleep assumption tracked in #79 and repaired separately in #80. Original failure retained; this PR is not ready to merge until that repair is integrated and the full CI passes. Both native artifact lanes and the full macOS lane passed.
