What and why

The desktop web parity screenshot workflow has failed on every run since #4650 merged, so no comparison PNGs were produced. Three separate causes, found by running it three times from a branch:

  1. Nothing uploaded on failure. The capture script writes all 12 PNGs, then runs sanity checks and can exit non-zero. The upload step only ran on success, so a failed check hid every image. It now runs unless the run is cancelled.
  2. The traffic-light check could never pass. fix(macos): command palette Phosphor icons for web parity #4650's check requires a colored green zoom button, but capture mode removed .resizable to pin the 1280×820 window, which disables that button. minSize == maxSize already pins the window, so ParityCaptureWindowPolicy leaves .resizable on. The title-bar reference now shows a real green button, like the real window. The real app was never affected.
  3. The title-bar width check can never pass on the runner. screencapture -l cannot grab windows on the GitHub macOS runner ("could not create image from window"), and the XCUITest fallback screenshot is 1024px wide against a required 1240. These checks now print a GitHub warning instead of failing the job; PARITY_STRICT_TITLE_BAR=1 makes them fatal again. The title-bar image is a marketing reference, not one of the parity surfaces, and its failure was blocking the other 11 surfaces and the compose step.

Verify

Dispatched from this branch: run 39545812470: macos-capture, web-capture, and compose all succeeded. actionlint is clean, the script passes bash -n, and its embedded Python compiles. The workflow-file diff is small (one if); the script change wraps the existing title-bar validation in a function and a try.

bun run verify --strict locally: VERDICT: FAIL. test:macos:packages, type-check, lint, and knip passed. Every macOS UI test that failed (about 50) failed with "Failed to activate application ... (current state: Running Background)": this Mac could not bring the app to the foreground, so those results say nothing about the code. The ParityCaptureWindowPolicy change only takes effect in parity capture mode (PARITY_CAPTURE=1 or -PARITY_CAPTURE), and the dispatched run above is the real test of it. macOS CI will build and run the UI tests.

The capture script writes every PNG, then runs sanity checks and can exit
non-zero (the title-bar traffic-light check currently does on main). The
upload step only ran on success, so a failed check hid all the images
needed to diagnose it or to review the other surfaces. Upload unless the
run was cancelled.

Capture mode removed .resizable to pin the 1280x820 window, which grays
out the green zoom traffic light. The strict traffic-light check added in
#4650 requires a colored green button, so the macOS capture job failed
every run after it merged, and the title-bar reference showed a disabled
button unlike the real window. minSize == maxSize already pins the
window, so leave .resizable on.

The title-bar crop is a marketing reference, not a parity surface, yet its
checks aborted the capture job before the PNG upload and the compose step.
On the GitHub runner screencapture -l cannot grab windows and the XCUITest
fallback is 1024px wide, so the width check can never pass there. Print a
GitHub warning instead of exiting; PARITY_STRICT_TITLE_BAR=1 restores the
fatal behaviour.

…ailure

Resolves the capture script conflict with main's native window title-bar
capture: keeps that logic (used_screencap_fallback) inside the
best-effort check_title_bar wrapper.
