Supersedes #224 with the added Major version 2 date to MODS. Everything else remains the same.
IMAP-Science-Operations-Center/sds-data-manager#1699 should be merged immediately before this, so that reprocessed values are appropriately at major version 2.
Only imap_codice_l3a_hi-direct-events is affected...if we get this merged in time, it should be processed along with all the other ones flowing from the SPICE kernel updates.

MODSisn't checked in other cases (e.g. GLOWS) so not added to unit tests, but verified the output. And it turns out the CoDICE integration tests do trip up if I get the formatting completely wrong :)
