feat(l10n): localize app state, English cloud context, fix Turkish percent

• Localize remaining AppState status messages, report titles/details (common table; 11 strings + 6 plural stringsdict keys).
• Cloud snapshot context sent to NIM is now plain English (extracted to AppState.cloudSnapshotContext); privacy rules unchanged.
• Fix Turkish runaway-process message showing the percent sign twice; CPU value passed as a plain number, sign formatted in the string (%@%% en / %%%@ tr).
• Watchdog test compares against L10n values instead of language-specific substrings.
• Localization completeness test now treats %% as a literal, not a specifier.

Tests: 87 executed, 0 failures.
