Why the change

Interrupted uploads and attachments that no message uses anymore stay on disk forever, because the store's sweepStaged / sweepUnreferenced were never called outside tests.

Special things to note

• Merge risk: one-way door for swept files (no undo), two-way door for the code (revert removes the timer); blast radius is limited to files nothing references. Review focus: the reference set in sweepAttachments. It is the union of channels.referencedAttachmentHashes() (which includes legacy migration pending files), collectAttachmentReferences (the same set Profile Backup exports: Source Event payloads, Outbox Intents, rebound targets, Content Purge retained managed files) and sha256: references in Memory .md/.json/.txt. If any part throws (for example a Memory erasure is still pending), the round deletes nothing. Real files that are still pending or being acquired are skipped by the store.
• Grace periods: staged .part files after 1 day; unreferenced attachments after 30 days of age. Composer drafts keep upload refs in browser storage without expiry. A draft restored after its file was swept already shows that upload as failed (validateComposerDraft).
• Timing: first run 10 minutes after the Host starts, then daily, with unref'd timers.
• Verification:
  • Automated: new attachment-sweep.test.ts covers the grace period, references kept by Channel and Memory, fail-closed when references are unreadable, and staged-part removal. vitest related for the changed modules passed (147 files, 1275 tests). pnpm lint, pnpm typecheck and pnpm format:check passed.
  • End-to-end on a real isolated Host (verify-app launch --name sweep, commit ab3e6ee): a Bot was created with deepseekbot create. Two files were uploaded through POST /api/botharness/attachment/upload, and one was sent in the Bot's DM with channelSend. A real model reply then arrived for that message. Both file folders and an old staging/*.part were backdated to 2026-09-01, and a fresh .part was added. After the first sweep, the orphan folder and the old .part were gone, while the sent file and the fresh .part remained. GET /api/botharness/attachment?…&messageId=<sent> still returned the original bytes (HTTP 200), and the orphan returned 404.
  • Not run: Windows. No Web UI check was done because the change has no UI.
• CI test plan: affected; no new rule needed.

• attachments/backup.ts: extract collectAttachmentReferences(db, required) from profileAttachmentFiles, with no behavior change.
• memory/backup.ts: memoryAttachmentReferences(registry, deletions), which uses the same scan as the backup's legacy Memory references.
• attachments/sweep.ts: sweepAttachments and startAttachmentSweep.
• plugin.ts: mount the sweep as a ctx.effect.
• No UI change. Storage usage and manual cleanup (step 2) come in a follow-up PR with CLI parity.
