Counterpart of zigpy/zigpy#1874. ZGP devices do not participate in automatic entity discovery at all, as no known devices emit useful capability information.
This PR separates the base ZHA platform entity types from the ZCL (adding an intermediate subclass instead) and allows for entity creation for non-ZCL devices (i.e. ZGP). A basic quirk matching system is also created for ZGP devices. An interrelated PR for zha-device-handlers will use it to create event entities.
