DEV-7422 requires every devbar control to remain at least 44×44px on mobile. The current responsive CSS deliberately shrinks action buttons and custom controls to 32px, so the developer toolbar itself fails the host application's mobile hit-target audit.
This restores a 44px interactive floor for action buttons, compact-mode direct controls, and custom controls while retaining compact icon sizing. The release note prepares release-please's patch release.
