Temporary review PR for apache#1090.
This compares the reconciled implementation against the rebased PR baseline without updating xborder:optimize-queries-3. The head is a single comparison commit whose tree exactly matches the validated local candidate.
The comparison preserves the original statement protocol optimization and architecture, restores the public ArrowFlightInfoStatement API, and removes unrelated stream-cancellation changes.
Not intended to merge directly; use this PR to review the net diff before updating the original PR branch.
