Add a CMake build for wolfSPDM and SPDM support in wolfTPM CMake and Zephyr

Context

wolfSPDM builds only with autotools. wolfTPM's CMake has no SPDM support and Zephyr excludes tpm2_spdm.c.

• CMakeLists.txt for wolfSPDM with the same feature switches as configure.
• wolfTPM CMake option to build SPDM from lib/wolfSPDM.
• Zephyr module support for SPDM.
