Tag a wolfSPDM release and pin wolfTPM's submodule to it

Context

wolfTPM consumes wolfSPDM as the lib/wolfSPDM submodule (aidangarske/wolfTPM branch spdm-use-wolfspdm). For testing it is pinned to a commit on wolfSPDM wolftpm-core; that has to move to a released wolfSPDM before the wolfTPM PR merges.

What is needed

• Merge wolftpm-core into wolfSPDM main.
• Tag wolfSPDM v1.0.0 with release notes.
• Point wolfTPM's .gitmodules branch at main and pin the submodule to the tag.
• Update the wolfTPM ChangeLog (smaller WOLFTPM2_DEV, SPDM now from wolfSPDM).

Blockers and dependencies

The wolfSPDM PR merging.

Acceptance criteria

wolfTPM CI is green with the submodule pinned to the wolfSPDM tag.
