docs(agents): add reach-for-these-first table and grok skill - #841

Ship AGENTS.md for reviewers (decision table only, no generated API) and mirror skills/vuetify0/SKILL.md to .grok/skills/vuetify0/SKILL.md via generate-skill.ts so Grok auto-loads it.
Replace the AGENTS.md inventory dump with a v0-vs-native/homemade if/then (file stays under 10k). Point at SKILL.md, PHILOSOPHY.md, and .claude/rules/. Skill description now fires on native button, homemade timer, and homemade overlay so the #840 misses load it.
