Notes for the Reviewers

• Unfortunately, 0.28.0 required more than a version/checksum bump: upstream
  moved to mozjs128, old patches no longer applied, and Void's system premake5
  is too old.
• Refreshed the still-needed patches and dropped the stale Boost patch.
• Noticed Update:0ad to 0.28.0 #61017, but felt that PR was stale, since it has not been updated for over a month now. Apologies, if I should have not done that.
