📚 Description

bf17136 was pushed directly to main because evl-343 was tracking origin/main. The feature is not published (release only updated the Version Packages PR). This reverts that commit so it can land through https://github.com/vercel-labs/github-tools/pull/new/evl-343 instead.

The feature branch is evl-343. After this revert merges, a follow-up PR will re-open the same change for review.

Capture x-ratelimit headers on the Octokit client so hooks and the chat UI can read remaining quota, while toModelOutput strips the field from the model.

Closed: main was force-reset to 5f69ce4. The feature will land via evl-343.
