Summary

Added OPENJULES_QA19_SELF_VERIFY.md with the QA self-verification note for ENG-4.
Documented the repo constraints followed, the one-file scope limitation, and the required marker CODEX_AGENTS_MARKER_1781960394083.
Included the verification command pnpm test in the note.

Verification

pnpm install
pnpm test

Both commands completed successfully.
