Update TVC quickstart and add managing apps & deployments guide

Summary

• Consolidates the TVC access warning callouts in the quickstart into a single, clearer message with waitlist link and Slack channel note
• Fixes CLI commands: adds missing --config-file flag to tvc app create and tvc deploy create
• Adds missing qosVersion field to CLI deployment steps with the current supported version (v2026.2.6)
• Documents linux/amd64 single-platform digest requirement for container images
• Adds pivotArgs values for the helloworld demo
• Shows CLI success output for tvc deploy create and tvc deploy approve so users know what to expect
• Adds a Verify your deployment step with 3/3 healthy replicas guidance and expected /health response
• Fixes syntax highlighting on code blocks containing angle bracket placeholders (removed bash from these blocks)
• Updates known platform limitations: custom provisioning
• Adds new Managing apps and deployments guide covering: direct traffic, delete deployment, delete app, and restore deployment
