Implement DataCachingListener strategy

@themost/data#DataCachingListener is one of the builtin listeners used by @themost/data mechanisms for registering beforeExecute and afterExecute event listeners. It would be very useful to allow data applications to provide a different caching mechanism and use @themost/data#DataCachingListener as a configuration strategy.

@themost/data#DataModel event listener registration should follow this procedure and get caching listener
