add spec for parse-fn-args

• add test cases (see parse-args_spec.sh for guideline)

I'm excited to contribute to your project, especially for Hacktoberfest. As suggested in your guidelines, I have already:

Looked through the existing help wanted and good first issue labels.

While I'm comfortable tackling any of the open issues, I also wanted to follow your advice to open a discussion to express my interest. I have experience with shell scripting and a keen eye for documentation. I would be happy to help by either picking up an existing issue or, if you have other priorities not yet documented, assisting there.

I am set up with shellcheck and am ready to follow your development process, including running the ./scripts/before-pr.sh script.

I have assigned the issue to you. Start by installing shellspec as outlined in the issue description. You can run individual spec files via (from the root of the project):
