Problem

Developers need a concise Chinese workflow for claiming issues, implementing focused changes, and submitting them for internal review.

Changes

• Add the contributor SOP in root contribute.md.
• Link the repository, issue tracker, contribution rules, development guide, security policy, and PR template.
• Explain issue coordination, development expectations, commit conventions, validation, collaborator access, and internal review and merge requirements.
• Direct community-reported issues to maintainer coordination and GitHub Issues.

Behavior and compatibility

Documentation only; no runtime behavior or public interfaces change. CONTRIBUTING.md remains authoritative for submission and review requirements. The SOP distinguishes the required collaborator-only policy from repository settings that maintainers must verify.

Validation

On macOS with Node.js v24.3.0 and pnpm 9.15.9:

• pnpm install --frozen-lockfile --ignore-scripts: passed.
• npm run check: passed; no tracked formatter changes.
• ./test.sh: initially failed in test/subagent-invocation.test.ts with listen EINVAL because the default macOS temporary path made the tsx IPC socket path too long.
• TMPDIR=/tmp ./test.sh: passed across the repository with a shorter temporary path.
• Python check of all relative Markdown link targets: passed.
• git diff --cached --check: passed.

Limitations

GitHub CI and internal maintainer approval are pending. Actual repository permission and branch protection settings were not audited as part of this documentation change.
