Composite action wrapping setup-bun plus an actions/cache entry on ~/.bun/install/cache keyed on bun.lock, so every Bun repo gets the install cache from one place. Extracted verbatim from the consumer repo's local action; cross-repo references also resolve when workflows check out historical tags, which a workspace-local action cannot.
