Summary

  • Remove workflows: write from .github/workflows/release.yml
  • That key is not valid on GITHUB_TOKEN permissions (PAT workflow scope only), so Release fails at parse time: run 29734862550

Test plan

  • Merge → Release workflow starts (no “Unexpected value 'workflows'”)
  • Version packages PR opens for the pending OG-meta changeset (or publish path if already versioned)

workflows is a PAT OAuth scope, not a workflow permissions key — GitHub rejects the file before Release can run.
