Don't merge - chore: reproduce unnecessary statefulset restarts

Description

Reproduction of issue with restart controller:
Changing something about a config map that does not alter the content (adding a label, reencoding to new storage version, restoring) leads to a statefulset restarts. I'd argue this should only happen if the content of the config map changes.

Don't merge - this reproduction show cases "desired" state, not what is currently implemented.
