Closes #44. Packages git dependencies (playwright-layout-inspector and vite-plugin-theme-editor) into local packaged tgz distribution in frontend/packages to ensure compatibility with private npm mirrors without requiring external git clone or legacy tarball path rewriting during npm ci.

@jules Please review and address the following items for this PR:

Issues to Fix

  1. Package Provenance Documentation:
    • Add a brief frontend/packages/README.md documenting package provenance, origin git commit SHAs, and the exact npm pack command used to generate the bundled tarballs for supply-chain auditability.
  2. Verification:
    • Verify frontend builds and test requirements sync gate cleanly.

How to Confirm the Fix

Run the following commands to confirm everything passes:

cd frontend && npm test && npm run build
python3 scripts/generate_requirements.py
pytest tests/backend/test_requirements_sync.py
