Relocates the program IDL from
interface/idl.jsontoidl.jsonat the repository root, to align with the other repos in the solana-program org. Thegenerate-idlbinary now writes to the workspace root (the parent of the interface crate), andcodama.mjs'sidlfield is updated accordingly. Regenerated clients and IDL content are identical (only the path moves).
