This PR bumps the Program Metadata JavaScript client to
@solana/kitv7, updating the Kit plugins to their v7-compatible0.13.0line and the@solana-program/system(^0.13.0) and@solana-program/compute-budget(^0.17.0) dependencies to their v7 releases.
