Five published clients (netlify-api, nuki-api-js, v0-api, vercel-api-js, zoom-api-js) declare the private @sferadev/openapi-utils as a runtime dependency, which pnpm publish rewrites to 0.0.1. That version is not on npm, so npm install vercel-api-js fails with E404 today. Moving it to devDependencies lets bunchee bundle it; the built JS now only imports effect and zod.

The effect entry's .d.mts still re-exports types from @sferadev/openapi-utils/effect, as it did before, so those types stay unresolved for consumers until openapi-utils types are inlined or the package is published.

Adds a patch changeset for the five packages.

Five clients listed the private @sferadev/openapi-utils workspace package as a
runtime dependency. pnpm publish rewrote it to 0.0.1, a version that does not exist
on npm, so the published packages could not be installed. As a devDependency it is
bundled by bunchee, like cloudflare-api-js, keycloak-api and litellm-api already do.
