Development installs still pulled older internal packages and Goal constrained the supported Python range. Move Goal to a Python >=3.12 automation group, update costs/pfix and the controlled lockfile packages, and add daily grouped Dependabot proposals plus a released Goal freshness audit.
Remove the duplicate legacy Goal dev dependency and add locked tests on Python 3.10/3.13 with wellmanifest/docs 0.1.1 validation. Document the update procedure in docs/information/internal-dependencies.md.
Validation: 72 tests passed on each Python version; documentation checker and released Goal 2.2.0 freshness audit passed. Runtime minimum remains Python 3.10.
CI exposed ANSI-dependent CLI assertions. Strip formatting in help and dry-run assertions while preserving the existing checks; all 72 tests also pass with forced color on both Python versions.
