Update the internal lockfile to costs 0.2.0, Goal 2.2.0, pfix 0.1.79 and clickmd 1.1.15 where present. Move Goal to an automation group requiring Python >=3.12 while preserving application support for Python 3.10. Add daily Dependabot updates, freshness audits, locked CI tests, and a repository-owned guide checked against wellmanifest/docs 0.1.1.
The locked CI includes the performance extra so cache lifecycle tests run. Locally 109 tests passed and one was skipped before enabling the extra; both cache tests then passed with the extra on Python 3.10 and 3.13. Released Goal freshness and the documentation checker pass.
