Each model and station reduces pressure to sea level through the ground in its own way, and the differences grow with the height reduced. msl pairs now also need model terrain at the station of at most MAX_TERRAIN_MSL (500 m); pairs with unknown terrain are dropped. This comes on top of the general 100 m station-versus-terrain cut. max_dz=None still keeps every pair.

Test: a station on 300 m of model terrain keeps its msl pair, one on 800 m does not, both keep their t2m, and max_dz=None keeps both.
