What does this PR do?

Shrinks installed plugin size by ~208 MB (−23%).

• Removes @lwrjs/api — no remaining imports since its last usage was removed in W-21188143: chore: remove --ssr, --get-latest, and --guest flags from site command #635. Not part of the plugin's exports, so no consumer can depend on it through us.
• Moves lwc to devDependencies — it was only in dependencies as a peer of @lwrjs/api. Runtime compilation goes through the bundled @lwc/sfdx-local-dev-dist-* aliases; lwc is still needed for tests.
• Removes the stale link-lwr / unlink-lwr scripts and the matching README linking steps.
• yarn.lock diff is removal-only.

Measured (npm install --omit dev from a registry, shrinkwrap honored, i.e. what sf plugins install does):

"After" was published to a local Verdaccio registry. Installing from a local file: tarball ignores the bundled shrinkwrap, so it under-reports size.

The savings are one-time, not per API version. 66.0, 67.0 and 68.0 already share the LWR stack, and each version adds ~55–65 MB.

Verification

• yarn build, yarn test: pass.
• LWC dev server websocket compile smoke on 66.0 / 67.0 / 68.0 × both test projects: 6/6 pass, with byte-identical output before vs after.
• lightning dev component|app|site: commands load, --help OK.
• NUTs: run in CI only (they need Dev Hub credentials).
