Documentation for the multi-RI functionality introduced in Rucio 39.

The text seems wrong,


To enable the functionality a configuration is needed for each rucio server
being accessed. The primary config file needs to have values for `multi_host_commands`
and `multi_host_servers`. `multi_host_commands` should contain a comma separated file

I dont't think this is right.

with commands that will be called on all servers and multi_host_commands should contain
comma separated list of section names. The configuration should also contain a section

that's not right.

I think in the upstream repo we called this multi host configuration. It's also worth to explain what this is trying to achieve here.
